Talons of the Eagle

After three DEA agents are murdered by crime lord Mr. Li (Hong), the DEA grudgingly enlists New York cop and martial arts specialist Tyler Wilson (Blanks) and sends him undercover to Toronto to work alongside Canadian vice cop Michael Reeds (Merhi). Wilson and Reeds must infiltrate Li's gang, thus they must compete in a martial arts event that Mr. Li is known to attend in order to attract new members.
